If memory serves me, this present behaviour is different from earlier versions of Pythonwin, and I think can be classified as a bug: Expected behavior and actual behavior. The help menu entries for ...
=> The target py file is not pre-opened in PythonWin. Also sys.argv is an empty list, though sys.executable is set and win32api.GetCommandLine() returns the correct complete commandline.
